I'm currently updating an existing application written from scratch to support GPS messaging. It uses the GSSIP format for ICD-GPS-153C/Y-Code messages. We are currently adding support for M-Code messages.

We read data from a serial device interface, example the 4 word (8 byte) header + payload. The payload is parse and sent on the the GPS GUI interface.

Is GPSTk appropriate for re-implementing this application?

If all you are doing is parsing that format and displaying it on a GUI, I don't think the GPSTk will be of help. If you are doing processing where you are receiving raw GPS pseudorange and navigation data and using those to compute positions or the like then the GPSTk would be useful.
